Yes. The fan must be damp-rated (or wet-rated if exposed to direct blowing rain) per NEC 410.10. We use 316 stainless mounting hardware so the lakeside salt air does not corrode the bracket.
Usually a slightly bent blade or unbalanced set. We use a blade balance kit and the wobble resolves. If the box is not fan-rated, the wobble is louder and the fix is to replace the box.
